The 28 February 2008 in Libreville, Council of Ministers of COPAX taking account of the resurgence of acts of piracy (Gulf of Aden, Gulf of Guinea) decided the establishment of a community response to the threat.
The 24 October 2009 in Kinshasa, the heads of State and Government of ECCAS signed the Protocol in Kinshasa, matter to «» the strategy of securing of vital interests in the sea of the States of ECCAS. which revolves around COPAX by promoting synergy with the Commission of the Gulf of Guinea (CGG), ECOWAS and the friends of the Gulf of Guinea (GoG).
The strategy for securing of vital interests in the sea of the States of ECCAS in the Gulf of Guinea (GoG) is articulated around six (6) pillars so that it follows :
- Community surveillance of space ECCAS of the Gulf of Guinea ;
- Exchange and community information management ;
- harmonization of the Action of States Parties at sea ;
- the institutionalization of a Community tax on the basis of existing mechanisms ;
- the acquisition and maintenance of major equipment of the States put at the disposal of the strategy to ensure an operational capability ;
- the institutionalization of the Maritime Conference of ECCAS.
The Protocol of Kinshasa has decided the creation of the Office of the Maritime Security Centre Regional of Central Africa (CRESMAC) contributing States are : ANGOLA, CAMEROON, CONGO, GABON, EQUATORIAL GUINEA, RCA, DRC, SAO TOME AND PRINCIPE, and Chad. BURUNDI does not part of contributing States.
The CRESMAC is a Community-military body for strategic and operational coordination under the supervision of the General Secretariat of the economic community of the States of L ’ Central Africa (ECCAS) and its headquarters are located in Pointe Noire, Republic of the CONGO since the 20 October 2014.
The CRESMAC ensures the coordination of the control of the maritime space that extends from the border between Cameroon and NIGERIA to the North and between ANGOLA and Namibia to South and includes the exclusive economic zones of States parties.
Community contingencies control distribution organic and functional of the CRESMAC by contributor whose start organization chart consists of a (01) direction with eight (08) offices and a central monitoring station (flow chart below). This chart should evolve 2017 in a Direction with four services (administration and finance services, operations, maritime and Logistics Administration) in accordance with the ramp-up plan.
